Breaking News: Highway cement truck crash at Oso Parkway causes backups
Updated 1:25 p.m. A cement truck overturned right on Oso Parkway exit on the southbound Interstate 5 at about 6:50 a.m., said California Highway Patrol Officer Steve Shipley.
